Dr. Elizabeth Chan is a Hawaii-based international lawyer with special emphasis on Asia and the Pacific Islands. In addition to an active
Indo-Pacific focused legal practice, Elizabeth is also the CEO of the Global Risk Mitigation Foundation, a Hawaii based 501(c)3 organization focusing on holistic risk assessments and solutions for businesses, NGOs, and government entities, and CEO of International Risk Management, a risk consultancy.
Elizabeth is the Chair of the American Bar Association Committee on Infrastructure
Development Finance, a part of the American Bar Association Belt & Road Task Force.
This new American Bar Association program is focused on the legal challenges and opportunities posed by China’s Belt & Road Initiative as well as the response by the United States and other nations. The Infrastructure Development Finance committee focuses on financing opportunities for development projects ranging from multilateral banks to private sector options.
Recently, Elizabeth has been involved in the presentation of China trade challenges and the US competitive response to the Belt and Road in conferences in Washington DC and in Asia. She has also been engaged in the development of capacity-building programs to bolster national security with American allies in Asia as well as project funding for capacity-building projects in Southeast Asia. Some of her projects have necessarily included geopolitical issues between the United States, China, and selected Asian allies.
She is a Director of the Hawaii Pacific Export Council.
